Grama Sabha / Ward Sabha

Grama Sabha / Ward Sabha is composed of all persons whose names are included in the electoral roll of a village falling within the territorial area of a Grama Panchayat. A voter of a ward is a member of the Grama Sabha / Ward Sabha of that ward.Convener: The Ward Members and Ward Councillors are the conveners of the Grama Sabhas and Ward Sabhas respectively. In necessary circumstances, another ward member can be appointed as convener.Chairperson: The Grama Panchayat President presides over the Grama Sabha and the Municipal Chairperson presides over the Ward Sabha. In their absence, the Vice President, Deputy Chairperson or the Convener will take charge.Convening the Meeting: The responsibility of convening the meetings lies with the Ward Member who is also the Convener.Quorum: The quorum is 10% of the total voters. When a meeting adjourned for lack of quorum meets again, the quorum will be 50 members.Special Meeting: If 10% of the voters of a ward request in writing, a special Grama Sabha / Ward Sabha must be convened within 15 days.Co-ordinator: An officer appointed by the Grama Panchayat / Municipality will function as the Co-ordinator and assist the Convener.Questions and Suggestions: Members can submit questions and suggestions in writing before or during the meeting.Resolutions: Resolutions can be passed by majority on matters within the jurisdiction of the Grama Sabha / Ward Sabha.Powers and Responsibilities1. Project Planning and Implementation
Collect information required for development projects. Prepare project proposals and prioritize them.2. Voluntary Service and Financial Assistance
Provide voluntary service and financial assistance for development activities.3. Public Facility Projects
Suggest places for installing street lights. Suggest locations for public water supply taps, wells, etc.4. Sanitation, Irrigation
Give suggestions for sanitation and irrigation projects.5. Repair Works
Know the estimate details of works. Help and monitor Beneficiary Committees.6. Works to be Implemented
Collect details of works to be implemented and know the related information.
